422 COLLECTIVE COMMENTARY ABOUT THE NEW PACKAGE TRAVEL DIRECTIVE These benefits also affect the companies organizing travel packages and linked travel arrangements, as article 18 of the Directive on travel packages and linked travel arrangements imposes the obligation to the Member States to recognize any legal protection in cases of insolvency of the organiser, which has been constituted according to the rules established in the regulations of transposition of the Directive in the Member State regarding its registered office. The Directive is also concerned with granting protection to the consumers when establishing information systems that are easily accessible by its recipients. In a non-exhaustive way, the European regulation makes reference to the data from the service providers, the complaint procedures and the appeals that can be brought in case of a lack of provision of the services or in cases where there is a defective service performance. As noted above, one of the novelties included in the national regulations following the transposition of the Services Directive is the establishment of systems of administrative cooperation between the Member States. This requirement has also been reiterated in the Directive on travel packages and linked travel arrangements. III. ADMINISTRATIVE COOPERATION BETWEEN NATIONAL AUTHORITIES OF THE MEMBER STATES AND THE EUROPEAN COMMISSION 3.1. General aspects on administrative cooperation Administrative cooperation between Member States is characterized by being a legal obligation imposed by the Services Directive. This obligation is binding for the different administrations that are part of the organization of any of the European Union Member States. Among the goals sought by the establishment of a cooperation system between the different administrations of the Member States and the European Commission, we can mention the improvement of the systems and channels of information and supervision within the internal market, which make it possible to remove unneeded controls and to avoid their duplicity.
