670 SUSTAINABLE TOURISM LAW In May 2016, a High-level Meeting on a global MBM scheme was held in Montreal with the purpose of facilitating a discussion of a proposal on a global MBM. The Meeting’ deliberations focused on the draft Assembly Resolution text on a global MBM scheme and made recommendations to the Council of ICAO in preparation for the 39th Session of the ICAO Assembly. The Council invited then States to hold bilateral and multilateral consultations related to the draft Assembly Resolutions text on a global MBM scheme. In August an information group meeting was held in Montreal, Canada, to evaluate the results of these consultations and develop compromise text for consideration by the Council and its subsequent consideration by the 39th Assembly. The 39th Session of the ICAO Assembly October 2016 agreed on a new global market-based measure to control CO 2 emissions from international aviation called “CORSIA” for Carbon Offsetting and Reduction Scheme. CORSIA is the first global MBM scheme for a whole sector. CORSIA is a market-based measure designed to assist the achievement of ICAO’s aspirational goal of carbon neutral growth from 2020 onwards. With CORSIA, offsetting or reduction of CO2 emissions will be achieved through the acquisition and retirement of emissions units from the global carbon market by aircraft operators. In June 2018, the Council of ICAO adopted the first edition of the ICAO Annex 16 volume IV to the Chicago Convention, two years after ICAO’s Member States agreed on CORSIA at the 39 th Assembly. An essential element of ICAO’ work going forward is to support States in building the necessary Monitoring, Reporting and Verification (MRV) capacities they will need to implement the Global MBM, have been adopted at the 39th Assembly. For this purpose ICAO has developed a new capacity building initiative related to CORSIA, called ‘ACT CORSIA’ that aims to further support ICAO Member States to develop and implement CORSIA. ACT CORSIA will help countries work together to provide training for national aviation experts on the CORSIAMonitoring, Reporting andVerification provisions and implementation tools, and also to help them make needed adaptations to their national regulatory frameworks. ––––––––––––––––- ICAO and its Member States are taking concrete steps toward coordinated and comprehensive action to address the impact of international aviation on the environment. The ultimate goal of ICAO in this regard remains a sustainable future for international aviation.
