The instrumental dimensions are the ones which may be considered the purpose of the development efforts, but presupposing the extent of the objective dimensions. They are: * marketing sustainability; * space sustainability; * financial sustainability; * political sustainability; * administrative sustainability; * organizational sustainability’ * juridical sustainability. IV. POLITICAL AND INSTITUTIONAL DIMENSION The existence of sustainability presupposes caution for collective interests, deciding processes and the institutional ability to create rules and implement the democratically chosen options. Substantial evidence shows that the way the market operates has not been enough to cater to public interests, which implies the need of structures to mediate the interests, choose and implement actions in accordance with the established planning. If such a confirmation is important for well-defined sectors where performances are easily accepted, it is crucial for tourism, where complexity of actions and interdependence of sectors require convergences and harmonies that are difficult to build and implement. The institutionalization requirements cannot be realizedonly for governmental dimensions. They are also linked to the private sector and its agents and workers. Without a reasonable unity of purposes and operational unity, tourism has a very small chance of being successful.
