Sustainable Tourism Law

764 SUSTAINABLE TOURISM LAW true and conscious education of the population and of the investors of the tour companies. In 2017, the UNWTO defined “sustainable tourism as an instrument of development” and many meetings and activities were therefore organized, but it is necessary to “go down to earth” and education is a fundamental factor. Tourism is “sustainable” when, besides caring for natural resources, it is economically feasible for companies, it contributes to the redistribution of socio- -economic and cultural benefits in the local community, and it is supported by statutory rules and international participatory policies that uphold present sustainability and towards the future. Finally, the UNWTO (World Tourism Organization) shortly defines Sustainable Tourism, as tourism that takes full account of its current and future economic, social and environmental impacts, addressing the needs of visitors, the industry, the environment and the host communities.” II. THE IDEA OF ENVIRONMENT I refer to the environment as a complex entirety made up of the physical, built and socio-cultural environment, elements that interact with each other with planetary interdependence. This idea addresses the dynamic articulation of all the components of reality, and it is a systemic notion, so that the modification of one variable alters the whole system without “a priori” letting us qualify it positively or negatively. From this concept, what is “environmental” constitutes a new paradigm and the problems derived from its understanding do not lead to a disciplinary mutation but to an epistemological change in each one and all of the scientific disciplines. III. TOURISM “SYSTEM” Mag. Cristina Varisco 2 , in an excellent work, refers to the “tourism system.” Tourism is part of a complex system as it is part of a network of several relationships, with the capacity of self-organization, evolution and subject to external changes essential for its transformation. 2 Mag.
