2 the objectives for the progress of tourism policy in the National Progress Plan, measures for the implementation of these objectives in the national development programmes and performs other functions established by law. The Ministry of Economy and Innovation is involved in the preparation of the National Progress Plan for setting targets for the progress of tourism policy; formulates the country policy in the field of tourism, organises, coordinates and controls its implementation; prepares national progress programmes and/or measures implementing the objectives of the progress of tourism policy, organises, coordinates and controls their implementation; prepares and submits proposals to the Government regarding the development of resorts and resort areas; participates in the activities of international tourism and tourism-related institutions and organisations formulating tourism policy; performs other functions established in the Law on Tourism of the Republic of Lithuania and other legal acts regulating tourism activities (Article 36 of the Law on Tourism of the Republic of Lithuania). From 1 January 2019, the State Consumer Rights Protection Service supervises the activities of tourism service providers (issuance of tour operator’s certificates and guide certificates, provision of accommodation services), and the public institution “Travel Lithuania” in accordance with Article 39 of the Law on Tourism of the Republic of Lithuania carries out the country’s tourism marketing and implements the measures of the national development programmes implementing the objectives of the tourism policy progress and the projects implementing them in the field of tourism marketing; provides public services by preparing and implementing projects aimed at creating the image and awareness of the state tourism and the development of inbound and outbound tourism; prepares and implements public tourism infrastructure and marketing projects of state significance in the field of tourism; develops Lithuanian tourism routes; conducts research on Lithuanian tourism services and products; participates in initiating and implementing international cooperation measures in the field of tourism marketing and performs other functions related to raising the awareness of the Republic of Lithuania as a tourist destination and the development of inbound and outbound tourism.
