514 COLLECTIVE COMMENTARY ABOUT THE NEW PACKAGE TRAVEL DIRECTIVE The officials in charge of the tourism inspection may have the nature of authority in the exercise of their function and may request the necessary support of any other authority in their corresponding area of competence, especially from the State Security Forces and Corps, from the Police Corps dependent on Local Corporations and from Agents for the Protection of Nature. Tourism inspectors must prove their condition in any case with the corresponding credential. They may enter and remain freely and at any time in establishments and other places subject to their inspection activity. When it may be necessary to enter a private domicile for the performance of the inspection functions, they shall proof the appropriate judicial authorization, unless they have the consent of the affected party. The functions of tourism inspectors are: a) checking and monitoring the application of legislation in force in the field of tourism, particularly the persecution of clandestine activities; b) ensuring respect for the rights of tourists; c) verifying the facts that are cause of complaints and allegations and investigating those who may consitute an administrative offence; d) the issuance of technical reports requested by the competent Tourism Administration in each case, particularly in relation to the classification of tourism establishments, waivers, companies operating and monitoring of the execution of aided investments; e) giving information and advice to interested persons, if required, on their rights and duties, as well as on the implementation of the effective tourism regulation; and f ) those functions that, depending on their nature, are entrusted to them by the competent Tourism Administration. 3.2. Classification and ranking of infringements. Special reference to the infringements on package travel regulation. Tourism Laws usually define a tourism administrative infringement as the action or omission typified in the regulation. However, the list of infringements is not homogeneous and in many cases, there are no allusions to package travel. For this reason we give some examples of the treatment of the infringements on package travel in some rules: a) Andalusia . Law 13/2011 of 23 December 2011 on Tourism, classificates as a minor infringement the breach of the obligation of information provided for in the legislation on package travel, or the incomplete supply thereof (art. 70, section 6) and as a serious infringement, the breach from the travel agencies of the obligations related to the form, content, modification or resolution of the
