56 COLLECTIVE COMMENTARY ABOUT THE NEW PACKAGE TRAVEL DIRECTIVE d) Aviation safety. In the wake of the 11 September 2001 events, Regulation (EC) No. 2320/2002 was adopted for protecting civil aviation and providing the basis for a common interpretation of Annex 17 of the Chicago Convention by Member states. This Regulation was repealed by Regulation (EC) No. 300/2008 on common rules in the field of civil aviation security , and its objective should be achieved by setting common rules and common basic standards on aviation security, as well as mechanisms for monitoring compliance. It applies to all civil airports in the EU and to all air carriers and people or companies that provide goods and/or services to or through airports. Among other requirements, the following are established: the screening of passengers and hand luggage, in order to prevent prohibited items, such as weapons and explosives, from entering the aircraft; baggage controls before shipping; protection and security control of the aircraft, or inspections before departure, to ensure that there is no prohibited item on board; cargo and mail security controls prior to being loaded on an aircraft; security controls of airport supplies; etc. The Regulation (EU) 2018/1139 of the European Parliament and of the Council, of 4 July 2018, on common rules in the field of civil aviation and establishing a European Union Aviation Safety Agency, and amending and repealing diverse Regulations and Directives (552/2004, 216/2008 and 3922/91). e) Maritime and inland waterway transport. In this area, Regulation (EU) No. 1177/2010 of the European Parliament and of the Council, of 24 November 2010, concerning the rights of passengers when travelling by sea and inland waterway , establishes a series of minimum rights, in respect of passengers travelling: 1) on passenger services where the port of embarkation is situated in the territory of a Member State, 2) on passenger services where the port of embarkation is situated outside the territory of a Member State and the port of disembarkation is situated in the territory of a Member State, and 3) on a cruise where the port of embarkation is situated in the territory of a Member State. Cruise passengers do not have the right to re-routing or reimbursement if the flight is cancelled or delayed, nor the right to compensation for the price of the ticket in the event of delay in arrival. However, this Regulation does not apply to certain categories of maritime and fluvial transportation services. Specifically, on 1) ships certified to carry up to 12 passengers, 2) ships which have a crew responsible for the operation composed of no more than three persons, or where the distance of the overall passenger service
