Exceptions regarding the addressees . 1. THE CONCEPT OF ADDRESSEE An addressee is a recipient of something. In this case, the recipients of the present Directive. 2. THE ADDRESSEES OF THE DIRECTIVE The recipients of the present Directive are the Member States. This statement is not necessary as the recipients of all directives are always the Member States. If the EU wants to rule different recipients, it should use a different legal instrument: the EU Regulation.
