726 COLLECTIVE COMMENTARY ABOUT THE NEW PACKAGE TRAVEL DIRECTIVE fines to be entered into the package travel contract 129 , The Act also provides for special powers of tourist inspectors who may issue misdemeanour injuctions and written orders to undertake actions which organisers, within the provision of services in travel packages, fail to perform 130 . Within inspection supervision, it is even possible, because of the failure of the organiser to ensure security in case of insolvency, to ban the organisation and the sale of package arrangements until the error, for which the ban has been ordered, is eliminated 131 . With regard to private enforcement of the protection of travellers, the TSA expressly provides only for an out-of-court settlement of disputes 132 . Collective protection of travellers – consumers is regulated by the Consumer Protection Act 133 . Individual protection of a traveller, as a party to a package travel contract, is provided for in general provisions of contract law and in general provisions of civil procedural law. 5. CONCLUSION By the implementation of the new Package Travel Directive in the Tourism Services Act, package travel contracts and linked travel arrangements have become an integral part of Croatian tourism law. The Tourism Service Act has become the main legal source for the regulation of package travel contracts and the fragmentation of the regulation of this contract that existed when this type of contract was governed by the Obligations Act, ceased to exist. However, the integration of the package travel contract in the Tourism Services Act is only the first step in the process of integration. Namely, numerous contracts in the area of tourism continued to be governed by the Obligations Act and some of them, of importance for the development of tourism, are still governed by the Consumer Protection Act. The Obligations Act still governs intermediary travel contracts to which the provisions of package travel contracts 134 , contracts for the supply of accomodation (allotment contracts) 135 and contracts on catering services apply accordingly 136 .
