The Legal Impacts of COVID-19 in the Travel, Tourism and Hospitality Industry

Abstract The vaccination process in Chile has placed the country at the forefront of inoculation in Latin America, covering 3,000,000 doses during the first month of implementation (February 2021), positioning itself among the 10 nations with the most application of doses per 100 inhabitants. A figure that as of April 2021 led Chile to be number one in the vaccination ranking according to the Our World in Data programme at the University of Oxford. This has led to incidents regarding the emergence of a variant of medical tourism from countries in the region to Chile, having its greatest escalation in an incident that arose from Peru and the institutional response that indicates the ban on vaccination for foreign tourists. Health or health tourism is not new in the country, Chile has been a recipient and sender of tourists for health reasons prior to the COVID pandemic, therefore, it is relevant to review the concept of health tourism, its validity in Chile and the implications that the coronavirus poses to the vaccine tourism that has originated. Chile, Viajes para la Vacunación Contra el COVID El programa de televisión peruana “Beto a Saber” 2 , de la cadena Willax , emitió un reportaje sobre el proceso de vacunación en Chile en el mes de febrero del 2021 donde informa de las opciones para viajar al país para acceder al proceso de vacunación contra el COVID. El reportaje planteaba las alternativas de paquetes turísticos, costos y restricciones que debían tener a la vista los turistas peruanos que desearan vacunarse en Chile, basado en un supuesto sobre stock que poseía el país en sus existencias de vacunas. La reacción en Chile fue a nivel gubernamental, realizando el Ministro de Relaciones exteriores de Chile 3 un punto de prensa donde indico que no serán vacunados en Chile 2 Willax televisión (09/02/2021).
