126 SUSTAINABLE TOURISM LAW on the other hand, the EU was yet to follow the right path towards sustainable development, so the European Commission submitted a Communication on the Mid-Term Review of the EU’s Sixth Environment Action Program (SOCÍAS). Finally, aiming to promote decisions able to boost the European tourism sector and fostering sustainable growth, the Directorate-General for Enterprise and Industry of the EuropeanCommission presented the “ Study on competitiveness of the EU tourism industry ”, October 2009. II.8. “Europe 2020, a strategy for smart, sustainable and inclusive growth” After the failure of the ambitious Lisbon Strategy and aiming to turn the European Union into an economy whose growth will be characterized by being intelligent, sustainable and inclusive, the European Council decided to launch in 2010 the so-called “ Europe 2020 strategy. A strategy for smart, sustainable and inclusive growth ” at the request of the Commission [COM (2010) 2020 final]. The objectives are representative of the three growth priorities, but they are not exhaustive. A wide range of actions at national, EU and international level will be necessary to underpin them. The Commission is putting forward seven flagship initiatives to catalyse progress under each priority aspect: a) innovation, b) education, c)digital society,d) climate, e) energyandmobility, f ) competitiveness, g) employment and qualifications and h) platform against poverty. In short, instead of measuring the success of a policy exclusively based on the growth indicator, the document proposes a strategy of sustainable prosperity in which social, ecological and economic progress are taken into account with equal importance. II.9. The EU Seventh Environment Program: Living well, within the limits of our planet On December 20, 2010, the Environment Council of the EU adopted the conclusions on “improving environmental policy instruments”. As the end of the EU Sixth Environment Action Program (2002-2012) approached, the Council studied the global framework of the EU environmental policy after the year 2012. This document was the starting point to address the Seventh Environment Programme (2013-2020) “Living well, within the limits of our planet”, which was adopted on November 20, 2013 (Seventh EAP) 6 . 6 DECISION No 1386/2013/EU OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 20 November 2013 on a General Union Environment Action Programme to 2020 “Living well, within the limits of our planet”.
