250 SUSTAINABLE TOURISM LAW Another criterion indicates that records are kept on the chemical products used in pest control. This falls under the “Hazard Analytical Critical Control Points” (HACCP) 39 guidance, and is directly mentioned under the Food Safety Act, particularly Article 7 of Hygiene of Food Regulations 40 and under the Veterinary Services Act, particularly Article 3 (2) of Hygiene of Foodstuffs Rules 41 . XIV. ENERGY SAVING INITIATIVES Energy saving initiatives constitute a major rule in sustainability efforts, and consequently, nowadays, people practically expect lights to be switched on and off, particularly when entering or exiting a public area. This is a mandatory provision for the Eco Certification whereby at least half the hotel caters for energy efficient light products in public areas and guest rooms. XV. WATER Water is an invaluable source, particularly for the Maltese islands. In this respect, amongst the mandatory provisions one finds that a hotel is obliged to have a preventive maintenance programme for all water systems and equipment, and that rain collection and use thereof is implemented at the hotel. Whereas guest room showers and water taps should be equipped with water saving devices on a mandatory basis, while in public places the hotel may install wash hand basins and showers fitted in with automatic controls. It is also mandatory for the attainment of Eco Certification to provide give guests the option whether they prefer to re-use their towels and have a change in bed linen.
