Global Code of Ethics for Tourism and Charter for Sustainable Tourism in a crossing point with effective and sustainable rights Afonso Pedro Ribeiro Café 1 Faculdade de Economia da Universidade do Algarve, Faro, Portugal ABSTRACT The right of having a secure, habitable and affordable house can, sometimes, be threatened by the development of tourism industries. The effects of the gentrification phenomenon on touristic areas and its relationship with the Rights to housing are being studied in several works. Portuguese legislation on touristic short-term house rentals ( Alojamento Local ) is marked by its simplicity and lack of urbanistic control instruments from Government departments and Municipalities, which can jeopardize the Rights to housing of the residents. This article proposes to study the Right to housing as a sustainability issue on the Global Code of Ethics for Tourism and the Charter for Sustainable Tourism and the relationship between short-term touristic house rental and the Right to housing/gentrification. Keywords: Right to housing, Sustainability, Global Code of Ethics for Tourism, Charter for Sustainable Tourism, Gentrification, Alojamento Local. I. INTRODUCTION The right to housing is, on most countries, considered as a Fundamental Right. Both international and national law ensures access to a safe, secure, habitable and affordable home, protected from forced eviction. We can find manifestations of this fundamental right on most social international conventions and charters, such as: 1 afonso.cafe@apc-advogados.pt , apcafe@ualg.pt.
