THE PATH TOWARDS SUSTAINABLE TOURISM 769 and balanced environment, suitable for human development; so that productive activities address present needs without compromising those of future generations. It provides the authorities with environmental information and education, as well as providing the rational use of natural resources, the preservation of the natural and cultural heritage and biological diversity, at a general level, establishing the standards that contain the minimum requirements and granting the provinces the power to supplement said rules, adapting them to their spatial and cultural physical areas, respecting the minimum concepts Set forth in the national regulations. In accordance with the constitutional provisions, in 2002, the State enacted Law No. 25,675 of National Environmental Policy, and the first section provides for its general purpose: the establishment of the minimum budgets for the achievement of sustainable and adequate management of the environment and the implementation of sustainable development. Among the specific objectives highlighted, due to their relationships with the topic … “ to encourage social participation in decision-making processes; … “To promote changes in values and social behaviours that enable sustainable development, through environmental education. both in the formal and non-formal systems.” It is a public order law and its provisions are directly executable. The instruments of environmental policy and management include, among others: • the environmental regulations of the territory; • the economic regime for the promotion of sustainable development; • and, again, the environmental education. The National Tourism Law No. 25,997 was passed in December, 2004 and its wording had been previously approved by a meeting held by the Tourism Secretaries from all the provinces and business organizations related to different aspects of the tourism industry. It qualifies tourism development as a priority interest, as a State policy and, among the purposes of the law, we find the development and regulation of the tourism industry and tourism resources, safeguarding sustainable development, optimizing quality and establishing the negotiation mechanisms of the public and private sectors of the industry. Without going into the analysis of the entire law, it is worth highlighting: • The obligation of the law enforcement authority to set the national policy through the definition of a Strategic Federal Plan.
