Sustainable Tourism Law

TOWARD A REGIONAL SUSTAINABLE TOURISM 827 tourism among the main objectives to be achieved 30 . In fact, in the objectives all the factors that can incentivize sustainable tourism are indicated. And in any case, also in past, the region had already taken initiatives in favour of sustainability 31 . Also, the Veneto Region with the l.r. June 14, 2013, n. 11 in article 1, paragraph 2, lett. a) declares the main purpose of promoting sustainable economic development in the development of tourism resources to guarantee the use of cultural, historical, artistic, territorial and environmental heritage. In article 6 introduces the regional program for tourism, for planning regional strategies for sustainable economic development. Article 41 encourages the adoption of appropriate actions for the development of sustainable tourism and in article 44 defines the interventions in support. Not least Sardinia, which, with the recent law 26 July 2017 n. 16, broadly regulates sustainability: the topic appears in article 1 in terms of the purpose of the law, in article 2 which indicates the objectives to be achieved, in article 3 in the framework of the allocation of powers, in article 9 as regards the drafting of the regional strategic plan and finally article 28 on the establishment of a hiking network in the region 32 . As can be seen from the short excursus , the orientation of the regions, at least at the regulatory level, is almost unanimous in considering the value of sustainability in a country like Italy, where tourism should represent the main economy, a long period economy, if well managed, and not globalisable. Regional legislative interventions move on similar plans and hardly ignore international expectations regarding sustainable tourism. The legislators have respected the objectives and the patterns identified in supranational headquarters. Therefore, from a theoretical point of view, it might seem that the level of penetration of sustainability in tourism is at a good point, even in terms of coordination and 30 L.r. 10 July 2017, n.8, art. 2: 1. The region recognizes tourism as a strategic role for economic and employment development and for the cultural and social growth of Umbria; promotes and supports tourism in respect of quality and environmental compatibility. 2. The present law pursues, in particular, the following purposes: a) the enhancement of Umbria, understood as a unitary tourism, through sectoral, inter-sectoral and integrated policies, also implemented through the coordination of territorial supply systems; ( omissis ) g) the promotion and qualification of the reception with particular regard to sustainability and accessibility; h) the incentive of the aggregation process of public and private subjects… 31 For a practical, interesting example see: P. de Salvo, L’olio come risorsa culturale e turistica: il caso della strada regionale dell’olio dop in Umbria, in V.
