It should be noted that in most cases, both tour operators and travel agencies choose the legal form of a limited liability company (AB) or the legal form of a joint stock company (UAB). These companies are established in accordance with the Civil Code of the Republic of Lithuania and relevant laws and are registered in the Lithuanian State Enterprise Center of Registers by filling in and submitting the relevant forms – application for registration of a legal entity, information on management bodies, information on shareholders and founding documents - the founding act or agreement and the prepared articles of association. The legal acts of the Republic of Lithuania also provide that a tour operator or agent may also be a natural person who has registered this activity in accordance with the procedure established by law – it is usually an individual activity performed under an individual activity certificate. The certificate is issued by the territorial divisions of the State Tax Inspectorate. According to the Law on Tourism of the Republic of Lithuania, the following is considered a tour operator: a natural or legal person who creates and sells (offers to purchase) an organised tourist trip directly, through a travel sales agent or together with a travel sales agent or transfers tourist data to another tourism service provider in accordance with Article 4(1)(2)(e) of the Law on Tourism of the Republic of Lithuania, i.e. purchased from individual tourism service providers through linked online booking systems, where the tourism service provider with which the first contract is concluded transfers the tourist's name, payment information and e-mail address to another tourism service provider or providers, and the contract with the last tourism service provider or providers shall be concluded no later than 24 hours after the confirmation of the booking of the first tour service. A tour operator holding a tour operator certificate issued in accordance with the established procedure has the right to arrange organised tourist trips. Certificates are issued by the State Consumer Rights Protection Service of the Republic of Lithuania. According to Article 7 of the Law on Tourism of the Republic of Lithuania, the tour operator must: have a valid security document and documents substantiating the amount of the security specified in the security document; within 10 working days as of becoming aware or should have become aware of the change in the information referred to in this paragraph,
