22 State food control covers all stages of food handling, from the cultivation of food plants and animals to the provision of food to consumers, including the market. The State Food and Veterinary Service, when monitoring compliance with the requirements of legal acts, has the right to: to check the hygiene condition of the food handling place and food handling processes; to check how persons who, in the performance of their duties, come into direct or indirect contact with food comply with the requirements of hygiene (without prejudice to the principles of medical ethics); inspect food, its labelling, products and materials in contact with food, tools, materials and equipment used for food handling, cleaning and repair of premises and equipment, etc. (Article 11 of the Law on Food of the Republic of Lithuania). The State Food and Veterinary Service, having noticed violations of this Law, related to the safety of food or food contact materials and substances, applies market restriction measures and imposes warnings or fines on a food business operator or a manufacturer and/or supplier of food contact materials and substances (Article 12 of the Law on Food of the Republic of Lithuania). The product presented and placed on the market must be safe (Article 4 of the Law on Product Safety of the Republic of Lithuania). A product is presumed safe when it complies with the voluntary harmonised standards, the references of which have been published in the Official Journal of the European Union, and the requirements set out in the technical specifications of the products. Licenses to engage in retail trade in alcoholic beverages in public catering companies and shops are issued by municipalities in accordance with the procedure established by the Law on Alcohol Control of the Republic of Lithuania (2004). The law regulates relations related to the production, trade, storage, transportation, import, export, consumption, advertising, sponsorship of alcohol products, food and other products containing ethyl alcohol, and establishes the basis for state alcohol control in the Republic of Lithuania and is in line with the European Union legislation. Safety and quality indicators of alcohol products produced in the Republic of Lithuania, imported into the Republic of Lithuania, imported and sold therein must comply with the requirements in force in the Republic of Lithuania (Article 6 of the Law on Alcohol Control of the Republic of Lithuania).
