7 Article 6.626 of the Civil Code of the Republic of Lithuania enshrines the right of natural and legal persons to own hotels, i.e. specially equipped accommodation for temporary arrivals. Hotels are established and operated on a basis of commercial activity. The Civil Code of the Republic of Lithuania also regulates the relations between the landlord and the tenant, the procedure and conditions of indemnification. Article 2 of the Law on Tourism of the Republic of Lithuania presents accommodation services and the concepts of an accommodation service provider. According to the law, accommodation service is considered to be an economic activity that creates conditions for meeting accommodation and hygiene needs, and accommodation providers are considered to be natural or legal persons, other organisations or their subdivisions providing accommodation services in accordance with the Law on Tourism of the Republic of Lithuania. Accommodation services are divided into classified accommodation services : hotel services, motel services, guest house services, camping services and non-classified accommodation services : apartment complex services, rural tourism services, bed and breakfast services, hostel services, holiday home services, tourist boat accommodation services, tourist camp services, sanatorium accommodation services, short-term accommodation services. Accommodation services are classified in accordance with the established classification requirements for the relevant type of accommodation services approved by the Minister of Economy and Innovation. According to the quality and variety of services provided, the quality level of classified accommodation services (objects) is marked with stars, the higher number of which means the higher quality level. The highest level of accommodation quality is marked with five stars. According to the list of types of accommodation services approved by the Minister of Economy and Innovation, the definitions of types of accommodation services and the minimum number of rooms intended for accommodation have been established (Article 30 of the Law on Tourism of the Republic of Lithuania).
