After the rearrangement of the policy of the strategic management, the tourism policy as other public policies will be formed on the basis of the general documents of the strategic and programming management. Accordingly, starting from 1 January 2021, the relevant objectives and goals of tourism sector will be indicated in Lithuania’s Progress Strategy and measures for implementation of these objectives and goals will be identified in the national development programmes 22 . In conclusion, the tourism policy objectives shall be renewed in Lithuania since the old programme in tourism area is not relevant and new objectives shall be formulated in accordance to the readjusted principles of public policy planning. Undoubtedly, the renewed policy shall take into account the impact of the coronavirus (COVID-19) pandemic to the tourism sector. It is clear that the task would not be so easy since Lithuania together with Luxembourg and Latvia till the coronavirus pandemic (in 2018) was one of the least common destinations in EU 23 . 3. The Second Dimension of Tourism: Institutional Framework of Tourism in Lithuania The management of particular public policy depends on the legal and social traditions and composition of the state management of each country. Traditionally, institutional framework of relevant area in Lithuania, is established by the law. The law describes management system, lists the competent institutions and identifies the scope of their responsibility. In tourism area that is the Law on Tourism, which lays down the management system of tourism sector. Usually, institutional competence in one or another public policy may be divided into three levels: policy formation, policy implementation and control and surveillance. These three levels will be discussed speaking about Lithuanian institutional framework of tourism sector. At the first level, it goes without saying, that the Parliament and the Government plays the main role with their functions as legislative bodies. Further, the main responsibility in tourism area belongs to the Ministry of Economy and Innovation.
