In any case, there is no reason to conclude that this forum was actually rejected as not effective mechanism for the discussions of pandemic issues. At the implementation level, the main role could be assigned to the Lithuania Travel and municipalities. Lithuania Travel is national tourism development agency responsible for Lithuania's tourism marketing and promotion, aiming to raise awareness of Lithuania as an attractive tourism destination and to encourage inbound and domestic travel. Municipalities also may be attributable to the policy implementation institutions. They implement tourism policy and promote tourism in the frame of particular municipality. Finally, the market surveillance and control of the tourism services belongs to the State Consumer Rights Protection Authority 25 . It designed to control of tourism service providers and ensure tourists as consumers rights. It is also notified as alternative dispute resolution body for the consumer - business disputes stemming from the contractual relationship between consumer and business. It should be noted that historically, the institutional framework in tourism area was the object of attempts to simplify and to reduce bureaucracy in public sector. Until 1 January 2019 the public policy implementation and market surveillance function in tourism area belonged to the Department of Tourism. However, the institutional framework in tourism area was rearranged, by liquidating the department and dividing its functions to the different institutions. As the consequence of this reorganisation, certain discrepancy between the policy formation and policy implementation institutions has arose. Usually, in Lithuania policy formation function is coordinated with the policy implementation function, as for example, if one or another area belongs to the responsibility of one or another minister, the same minister is responsible for the implementation of such policy. That means that the policy implementation institution will be under responsibility of the same minister.
