12 area, the policy formation function belongs to the minister of Economy and Innovation, however, the policy implementation institution - the State Consumer Rights Protection Authority – as such is under the responsibility of the minister of Justice. Consequently, the State Consumer Rights Protection Authority implements policy in different areas that belong to the competence of different ministries. Since these changes were made quite recently, it is too early to consider, how it will impact the quality and effectiveness of policy formation and implementation in tourism area. Ex post evaluation might show whether the changes are effective or not, however, it is reasonable to perform this evaluation not earlier than after three years. Therefore, the question is still open and after some time we could evaluate the results. 4. The Third Dimension of Tourism: Tourism Services from the Service Providers’ and Tourists’ Perspective The regulation of tourism services can be divided and analyzed from two different angles, namely tourists’ perspective and tourism services providers’ perspective, as the relevant legal rules establish firstly, tourist’s rights and, secondly, requirements for the tourism service providers, which serve as safeguards for the public interest and protect economic interests of tourists. Economic activity covered by the Law on Tourism relates to the tourism services, which consisted of travel and other services. Travel services can be of three possible types: (i) package travel; (ii) linked travel service arrangements; (iii) services included into the linked travel service arrangement (carriage services, car rental, rental services of other motor vehicles, accommodation services etc.). Also, the provisions on other tourist services (namely tourists’ information services and accommodation services) are included into national Law on Tourism. 4.1.
