Provided that the draftConvention applies to all tourismaccommodation services, regardless of the quality of the service provider 65 , since hotel services in Europe are already heavily regulated, the new international convention should avoid additional legal costs to be borne by hotel-keepers and, at the same time, it should ensure that, all over the world, conditions apply fairly to all market operators 66 . V. THE RELATIONSHIP WITH OTHER INTERNATIONAL CONVENTIONS ANDWITH EUROPEAN REGULATION As a matter of fact, the draft Convention on the Protection of Tourists and on the Rights and Obligations of Tourism Service Providers overlaps in several areas with European legislation regarding the protection of travellers and package travel contracts, as well as with the international rules concerning accommodation contracts.
