230 SUSTAINABLE TOURISM LAW feasibility study on the proposal for a draft agreement on cooperation and access to justice for international tourists 98 . More generally, considering the overall scenario the draft International Convention refers to, it seems appropriate to reflect on the efficacy and the effectiveness of the level of protection provided to tourists – from time to time called “consumer”, “guest”, “passenger”, “tourist”, “voyagers”, “visitors” – in relation to the different guidelines applicable to package travel, tourism services and individual services sold or offered for sale on the travel and holidays market. As determined by the UNWTO General Assembly during the 22nd biennial 2017 session, therefore, the Working Party will continue the discussion on the content of the draft Convention and submit proposals to the General Secretariat, focusing on the organization of more bilateral and multilateral meetings, in order to achieve a maximum degree of consensus on the fundamental issues still being explored 99 . VI. THE “SUSTAINABILITY” OF TOURISM LAW In conclusion, having considered the fragmentation of the related legal framework and the risks of overlapping between different discipline interventions, it seems the right choice to question the value and the significance of tourism regulations at international, European, and national level. The “sustainability” itself of the legal framework in tourism, even if limited to tourist protection during emergency situations and to the discipline of travel packages and accommodation contracts, can also be assessed under the basic perspective of economic analysis of the rights, in order to check which might be the real impact of the Draft International Convention on economy and on the social system.
