330 SUSTAINABLE TOURISM LAW Therefore, touristic activities need to preserve and take care of tourism resources, as can be seen in the countless documents signed in this regard: the 1976 UNESCO Charter of Cultural Tourism, the 1980 Manila Declaration on World Tourism, the 1992 United Nations Conference on Environment and Development (UNCED), etc. Thus, in order to implement a proper planning and organization of tourism resources, it is necessary to classify them so as to know which ones are available. This entails: a) knowledge of the condition of the touristic heritage; b) quantification and classification of resources; c) knowledge of the problems associated with each resource; d) adoption of protection and spatial planning measures for the resources; and e) establishment of hierarchies and priorities for the existing resources. This is where space planning plays a key role, as this classification and study of tourism resources must be necessarily performed in the initial phase of the process: analysis of the situation, implementation plan, objectives and proposals allowing the eventual implementation of an action program. It is necessary to make an inventory of the resources to organize them and create plans. In this regard, OAS has defined five general categories: a) natural resources b) artistic and monument resources c) contemporary technical, scientific or artistic works d) social events e) tradition and folklore. Planning and organization of touristic activities comprises three dimensions: spatial, temporal, and sectorial. The analysis of these dimensions must be performed with criteria that will enable their future application. IV. PLANNING OF TOURISM RESOURCES Which are the advantages of planned tourism, based on research and knowledge, which can lead to positive Government policies? Among other advantages, it includes the creation of new jobs and companies, the need to improve infrastructure, the opening-up of markets, its contribution to the improvement of environmental conditions, the training of human resources for the sector, the revenue from taxes and collective identity.
