The subsidies and supports to be given to local and regional authorities, particularly Structural Funds, on the condition of complying with sustainable criteria. 7. Support more efficiently the efforts of local authorities, which are not part of the European Union, but which are prepared to comply with European Union legislation. 8. Cooperate with governments on a national, regional and local level regarding the management of environmental sustainability at all levels. 9. Cooperate and support the European Sustainable Cities & Towns Campaign “which is jointly co-ordinated by associations and networks of local authorities in co-operation with the European Commission and its Expert Group on the Urban Environment”. 10. Introduction of an energy tax – removing the subsidies to air transportation – to internalize the social and environmental costs, by creating incentives for the sustainable and efficient use of energy. 11. Support the municipal and regional international cooperation regarding the relevant practices for sustainability. 12. In collaboration with adequate stakeholders, support an appealing advertising campaign focusing on sustainability. 13. Support, at a local level, the efforts to adjust the European Union legislation wich impacts the sustainable development of cities and towns. It was asked of the local governments: 1. To provide political opportunities for local sustainable development, particularly “support the implementation of Agenda 21 and the Habitat Agenda in countries that have not yet engaged in sustainable development”. 2. To support sustainable development with national campaigns and Local Agenda 21. 3. Provide subsidies and grants to local and regional authorities – mainly in urban renovation and transports – in the condition that sustainable criteria are observed. 4. Establish a tax for energy in Europe, except for renewable energies and combined heat and power plants.
