634 SUSTAINABLE TOURISM LAW 5. Recognize the cities and regions as allies in international projects for sustainable development. Regarding the local authorities, they were urged to: 1. Sign the Aalborg Charter and thereby join the European Sustainable Cities & Towns Campaign. 2. Invest “in the development and implementation of health action plans and sustainable development plans (Local Agenda 21)” oriented in particular by the Lisbon Action Plan. 3. Support the Hannover Declaration (Hannover Call of EuropeanMunicipal Leaders at the Turn of the 21st Century). 4. Take responsibility for the use of natural resources and environmental quality locally, introducing management systems for local sustainability and environmental performance [Environmental Budgeting and the EU Eco-Management and Audit Scheme (EMAS)]. 5. “Keep their own house in order” by adding policies for the green purchase of products and services. Regarding the other interested parties: 1. Support the Campaign and the associations and networks that disclose and manage it. 2. Commit to local sustainability activities and to the Campaign. 3. Introduce the Campaign in the city, town or country even if they did not sign the Aalborg Charter. Finally, regarding the leaders and decision makers on an economic and financial scope: 1. To understand that prospects for increasing profit and shareholder value are in danger “if the sustainable development of cities and the wellbeing of citizens as consumers are not guaranteed”. 2. To participate actively in the Local Agenda 21 processes. 3. Integrate environmental, social, health, security and risks aspects in the strategy of their companies. 4. Participate in the growing market of sustainable products and services.
