636 SUSTAINABLE TOURISM LAW Objective 1 21 – Climate Change and Clean Energy Everything suggests that the European Union will reach the objectives stipulated by the Kyoto Protocol. Furthermore, it has made an outstanding mark against climate change by approving an ambitious document about climate and energy. The White Paper 22 has a relevant position regarding the adaptation to climate change. It establishes a framework to reduce the European Union’s vulnerability in terms of the impact of climate change. It gives special attention to the integration and adaptation on the EuropeanUnion’smain fields of action and themost important measures, creating a knowledge base and reinforcing international cooperation. Objective 2 23 – Sustainable transports The EU Policy for Energy, Climate change, Environment 24 linked to the climate and energypackages shouldbehighlighted, inwhich theEuropeanCommissioncommitted itself to raising in 10% the renewable energy sources used in the field of transports until 2020 (including biofuels, electricity generated by renewable sources and hydrogen). This objective has some necessary sustainability conditions for the biofuels included in the Directive about renewable energies 25 and the one about fuel quality 26 . The package “green transports” intends for transports to become more ecological 27 . The internalization of the external costs 28 , the reduction of railway noise 29 and the internalization of the external costs for trucks 30 are some of the other goals of the European Union. 21 “To limit climate change and its costs and negative effects to society and the environment”. 22 White Paper – Adapting to climate change: Towards a European framework for action, COM (2009) 147 final. 23 “To ensure that our transport systems meet society’s economic, social and environmental needs whilst minimising their undesirable impacts on the economy, society and the environment”. 24 https://ec.europa.eu/info/energy-climate-change-environment_en. 25 Directive 2009/28/EC of the European Parliament and of the Council of 23 April 2009 on the promotion of the use of energy from renewable sources and amending and subsequently repealing Directives 2001/77/EC and 2003/30/EC.
