638 SUSTAINABLE TOURISM LAW Another plan by the European Union, the “Raw Materials” initiative proposed an integrated strategy to face the different challenges related to the access to raw materials 36 . The UNEP International Panel for Sustainable Resource Management 37 and the new legislation about the trade of seeds and plants have been preparing ways to help prevent the loss of biodiversity. The new Waste Framework Directive 38 lays down essential targets for the recycling of waste until 2020: 50% for household waste recycling and 70% for waste originating from construction and demolition. Objective 5 39 – Public Health The strategic approach by the European Union regarding health - White Paper Together for Health: A Strategic Approach for the EU 2008-2013 40 - includes a global strategy to improve the sustainability and quality of life of the European citizens. Objective 6 41 – Social inclusion, demography and migration The demographic evolution reveals that the active population in the European Union will start decreasing after 2013. Moreover, it will decrease to around 39 million people (12%) by 2050, being comparable to 2008. Exploring the demographic potential and raising the employment rates are the most significant challenges faced by the European Union.
