702 SUSTAINABLE TOURISM LAW (b), focusing on the reduction of potential adverse consequences of flooding for human health, the environment, cultural heritage and economic activity, and, if considered appropriate, on non-structural initiatives and/or on the reduction of the likelihood of flooding. Among the objectives of the Flood risk management plan for the Danube River Basin District set by the International Commission for the Protection of the Danube River – ICPDR 48 (avoidance of new risks, reduction of existing risks, strengthening resilience, raising awareness, solidarity principle), solidarity principle is particularly important. On the basis of the solidarity principle, countries should be encouraged to seek a fair sharing of responsibilities, when measures are jointly decided for the common benefit, as regards flood risk management along water courses. FD stipulates that in the interests of solidarity, flood risk management plans established in one Member State shall not include measures which, by their extent and impact, significantly increase flood risks upstream or downstream of other countries in the same river basin or sub-basin, unless these measures have been coordinated and an agreed solution has been found among the Member States concerned in the framework of article 8 FD 49 . (3) To preserve biodiversity, landscapes and the quality of air and soil – the rich natural heritage of the Danube region resulted in the creation of 2,860 Natura 2000 sites in the Danube River Basin (including 230 sites along the Danube itself ). In order to preserve biodiversity, landscapes and the quality of soils, particularly important are the Water Framework Directive, the Waste Water Directive, the Habitats and Birds Directives, the Waste Framework Directive and the Environmental Impact Assessment Directive. Moreover, the Marine Framework Directive is important for the Danube Delta and the coastal areas of the Black Sea.
