728 SUSTAINABLE TOURISM LAW (ix) establishment of a blacklist system of enterprises with serious violations of the law, featuring information sharing mechanisms and strengthening law enforcement at tourism markets e.g. against illegal guides and fraudulent sellers (paragraph 14); (x) construction of “ …a number of new fine quality scenic spots and characteristic tourist destinations with a favourable natural environment, with complete functions of culture, popularization of science and education ” (paragraph 17); and (xi) implementation, promotion and optimisation of tourism human resources through academic and vocational education and trainings (paragraph 20). Very recently, in March 2018, the General Office (an administrative agency of the State Council) issued a non-legally-binding Guiding Opinions on Promoting the Development of Global Tourism 111 . It aims to direct public institutes and market participants to reform and develop the tourism industry, in terms of its structure, business models, efficiency, global openness, sharing nature, regulations and service provision (Section 1). Amongst others, these are the sustainability principles to be adhered to in order to develop a nation-wide system of tourism: green- -development according to localised resources; diversity of products and tourism attractions; the philosophy of “lucid waters and lush mountains are invaluable assets” 112 ; protection and prevention of damage to the environment; rational development and exploitation of natural resources (Section 2, paragraph 2). It would be remiss if one fails to mention three documents issued by the CNTA and which have survived its abolishment regarding segments of sustainable tourism: (i) in line with the CTL provisions on prohibiting deceitful and coerced shopping during travel, the CNTA has issued a non-binding Opinions of the China National Tourism Administration on Cracking down on the Deceitful or Compulsory Shopping in Tourist Activities 113 in 2015.
