794 SUSTAINABLE TOURISM LAW Eventhough regulation must be consistent with the air policy developed by the State, the economic, tourist, environmental, and urban policy, may in some way, impact on the exercise of the airport activity. There is, in fact, an airport public interest, which bases this regulation, and which is worthy of consideration and protection, as well as the public interest in aeronautics or air transport. In this context, a defectively designed, isolated regulation, unrelated to industry trends, disconnected, or even against current legal, regulatory and contractual regulations, can become a serious obstacle to efficiency in the provision of the service in quality conditions. In such case, we welcome the initiative of the Organization for Economic Cooperation and Development (OECD). In 2012, it was pointed out that regulations are one of the key levers that governments use to promote economic prosperity, increase welfare and pursue the public interest; and that well-designed regulations can generate significant social and economic benefits, which are greater than the costs of regulation, and contribute to social welfare, ensuring that good governance practices are implemented between departments and government orders. It is the OECD itself that emphasizes that financial crises and economic cycles, innovation, social change, environmental challenges and the search for new sources of growth underline the importance of regulatory frameworks for markets and societies that work properly, and policies regulatory bodies and institutions that match the interconnectivity of sectors and economies. We envision in this initiative, a good reference to seek to improve existing airport regulation, which allows the airport service to be optimized, and allows the Regulatory State, together with the Airport Operator, to find common contact points.
