826 SUSTAINABLE TOURISM LAW tourist planning that guarantees compatibility between the environment, society and the local economy 27 . Therefore, identifies the tools for proper planning of local tourism development: a) preliminary assessment of the environmental impact of the direct and indirect effects of the plan; b) feasibility study for a preliminary assessment of the environmental, cultural, socio-economic characteristics and the ability to profitability, respecting sustainable tourism development; c) integrated program based on the results of the feasibility study, to identify the qualitative and quantitative characteristics of the territory, the interventions to be implemented and their integration with private business interventions, control impacts, predict the economic and social impact on the resident population, evaluate the evolution over time and the balanced use of resources in relation to the objectives set; the program can also consist of unitary interventions characterized by particular territorial relevance or by accentuated elements of tourist sustainability; d) planning of the interventions, respecting the tourist sustainability and in compliance with the integrated program, to increase the natural tourist offer of the territory, with a careful assessment of the problems of pollution reduction, of the quantification of waste and its disposal, of the energy needs and environmental impact 28 . Piedmont, similarly to Lombardy, in order to verify the effectiveness and efficiency of the projects implemented, foresees that there is a phase of auditing of the results achieved by the activities 29 . The risk of uncoordinated and dispersive actions that do not generate real value for tourism is always high. Moving southwards on the Italian territory, the recent reform text of the Umbria Region Tourism Law is particularly relevant: l.r. 10th July 2017, n.8.
