832 SUSTAINABLE TOURISM LAW establish how competences are shared between the State and the Autonomous regions according to subject matter. As a result, legal authority to govern tourism development and planning corresponds to the autonomous regions under those rules on shared competences. Additionally, legislative competence for tourism has been expressly assumed within the various Statutes of Autonomy of the aforesaid autonomous regions (Statutes of Autonomy form the underlying institutional legislation of each Autonomous Region). Each autonomous region is therefore independently deemed to have jurisdiction to legislate on in its own tourism issues. As a result of assuming legislative competences to develop and plan tourism, the Balearic Islands Parliament (Parlament de les Illes Balears) brought in Law 2/2016, of 30 March, on taxation applicable to tourist stays on the Balearic Islands and measures to drive sustainable tourism. The document “ Sustainable Tourism Strategy for the Balearic Islands 2017-20 ”, together with the Law on taxation applicable to tourist stays on the Balearic Islands and measures to drive sustainable tourism, are the subject of this study. II. SUSTAINABLE TOURISM STRATEGY FOR THE BALEARIC ISLANDS 2017-20 The document “Sustainable Tourism Strategy for the Balearic Islands 2017-20” lays out common guidelines to be followed by all the players involved in Balearic Islands tourism and establishes eleven strategic lines for tourism development. These are: 1. Foster overall sustainability of the Balearic Islands as a tourism destination, reducing negative impacts deriving from tourism and enhancing positive impacts. 2. Only promote winter season tourism in order to reduce the high concentrations of visitors in the summer season and thereby avoid the high negative impact to our ecosystems, rendering tourism compatible with conservation of our natural resources. 3. Articulate mechanisms to strengthen collaboration between the public and private sectors, as well as inter-administration collaboration, with a focus on common effort.
