This Law imposes natural or legal persons, public or private, the obligation to provide quality goods and services that comply with the technical regulations (Art. 6). For this purpose, the Venezuelan COVENIN Standards “constitute the basic reference to determine the quality of the products and services in question, particularly for the protection, education and orientation of consumers” (Art. 41). A Short Conclusion Venezuela has extraordinary potential. Once this dark period that we are living is over, the institutional reconstruction of the country and the recomposition of its legal system can begin. A legal system that allows, among other things, a healthy balance between the market and the protection of consumers. A legal system that enhances the natural characteristics of the country, its agriculture, its industry. Despite this crisis, Venezuelans continue to work and produce quality wines.
