250 WINE LAW to supply minors with substances, products or similar, that imitate the containers of alcoholic beverages, is also prohibited. Special attention deserves the supply of alcoholic beverages in vending and automatic machines, which is prohibited unless they are located inside allowed premises, centres or establishments, with direct and permanent monitoring by the owner of the premises or dependents. In this sense, vending or automatic machines that dispense alcoholic beverages may not be located in adjoining or prior access areas to the premises, such as porch areas, windbreaks, hallways, stairways, distributors or similar places that may be part of an establishment, but not properly the interior of it. Plus, in order to clear up any doubts and ensure the objectives of the legislation, the prohibition of the sale of alcoholic beverages to minors must be explicitly and visibly stated on those machines. Concerning alcohol consumption on public spaces, it is expressly prohibited, except on terraces, nightstands and spaces dedicated to leisure expressly enabled for this. Finally, a time limitation is established, so that in no case is the supply of alcoholic beverages allowed in establishments not intended for the immediate consumption of alcoholic beverages from 10 p.m. to 9 a.m. the following day – this limitation includes itinerant, distance and door-to-door selling. II.2.2. S PORTS In Spain, sports are, as mentioned, a shared responsibility between the State and the Autonomous Communities, without prejudice to the municipal competence in the promotion of sports and sports facilities [art. 25(2)(l) LBRL]. In order to eradicate aggressive and violent behaviour on the occasion of public attendance at sporting events (both inside and outside sports facilities, i.e. brutal aggressions between rival fans), the General Courts approved Law 19/2007, of 11 July, against violence, racism, xenophobia and intolerance in sports, which was developed through Royal Decree 203/2010, of 26 February, which approves the Regulation of prevention of violence, racism, xenophobia and intolerance in sports. The European authorities’ concern over violence in sports is not new, and, in fact, Law 19/2007 is framed within the context of the European Convention on violence and attacks by spectators on the occasion of sporting events – and especially football matches –, which occurred in Strasbourg on 19 August 1985 and was signed by Spain on 3 February 1986 16 .
