WINE PROMOTION 279 reminiscences are still present in the country’s legislation 13 , even in recent decisions, such as the case Lebamoff Enterprises v. Whitmer, of 21 April 2020 14 , or movies like Al Capone’s gangster history. The WHO “ has identified that the most cost-effective actions to reduce the harmful use of alcohol include increasing taxes on alcoholic beverages, enforcing restrictions on exposure to alcohol advertising , and restrictions on the physical availability of retailed alcohol . In addition, enforcing drink driving countermeasures and securing access to screening, brief interventions, and treatment are effective and ethically sound interventions. The most cost-effective interventions are at the focus of WHO- led SAFER initiative aimed at providing support for Member States in reducing the harmful use of alcohol.” 15 The Board, in its decision EB146 (14), requested the WHO Director-General, inter alia, “to develop an action plan (2022-2030) to effectively implement the Global strategy to reduce the harmful use of alcohol as a public health priority, in consultation with Member States and relevant stakeholders, for consideration by the 75th World Health Assembly through the 150th session of the WHO Executive Board in 2022”, and “to develop a technical report on the harmful use of alcohol related to cross-border alcohol marketing, advertising and promotional activities , including targeting youth and adolescents, before the 150th session of the WHO Executive Board, which could contribute to the development of the action plan”, as well as “to adequately resource the work on the harmful use of alcohol.” 16 (emphasis added). The countries’ general guidelines to limit wine promotion came from the parameters cited above, listed in detail in WHO’s Global Strategy to reduce the harmful use of alcohol (2010) 17 . The WHO recognises that “ Production, distribution, marketing and sales of alcohol create employment and generate considerable income for economic operators and tax revenue for governments at different levels.”, but, despite such recognition, and in order to balance different interests, the organisation presents, concerning promotion of alcohol, the following guiding principles: Amendment to the Constitution that would repeal the 18 th .
