404 WINE LAW worth mentioning that fixing those prices depends on macroeconomic conditions (i.e. type of exchange and rate of inflation) and the of economic units’ productivity; and d) Plan Estratégico Vitivinicola (Strategic Viticulture Plan, henceforth: PEVI) 13 : in 2004, the National Congress, with the support of the sectorial politic passed PEVI, which shows a goal shared among the private and public academic, scientific and technological fields. Such a plan is not focused on the productive expansion nor the elaborated stock’s increase, as this could not be done in a worldwide scenario of oversupply of grapes. So, it has been designed to create value through the organisation and integration of the chain participants, while promoting the production of wines with better quality and consistency, the development of Argentina’s capacity to export and commerce, as well as market penetration and customer loyalty. PEVI’s goals are 1) to position the great Argentinean varietal wines in the external markets; 2) to improve the internal market; and 3) to support the development of the small grape producers in order to integrate them in the market. As mentioned, PEVI resulted from an arduous task of coordination between the technicians and professionals of every public and private field from every region. Thereon, the strategic plan is a tool for diagnosis, analysis, reflection and making collective decisions regarding the future of the viticulture, which implies permanent adequacy to the changing situations and the demands of the market, thus accomplishing the most efficiency and quality of the products in the background of the desired balance.
