406 WINE LAW VI. COVIAR (ARGENTINE WINE CORPORATION) 16 VI.1. Public Non-State Entity The Corporación Vitivinícola Argentina (Argentine Wine Corporation, henceforth: COVIAR) is a legal entity operating under non-State public law, destined to manage and coordinate PEVI’s implementation, with the Commercial Partnerships Regime being supplementary in every functioning organ of the Government 17 . Furthermore, through the supplementary application of the norms of ordinary law to the Partnership Regime, the duration of all the legal public or private entities is not limited by time, unless otherwise provided by law or statute 18. In this regard, the law does not establish a specific deadline for the implementation of the project, nor for the exercise of the powers or attributions of the administrative bodies, nor does it provide that its resources depend on any deadline 19 . It is worth mentioning that, under such legal nature, the Inter-American Development Bank authorised COVIAR to act as a sub-implementing entity of the Project Integración of Productores Vitícolas (Integration of Wine Producers) 20 , through which financial assistance (50 million US$) was granted as non-refundable contributions to improve the productive parcels of small producers. Such task was achieved through the Centre of Viticulture Development, settled in all the producing provinces, and facilitated integral surveys to regulate, among others, the land ownership, infrastructure of irrigation and wine parks.
