PROFESSIONAL ORGANISATION OF ARGENTINE VITICULTURE 407 VI.2. Purpose and Objectives COVIAR’s purpose and objective are to promote the organisation and integration of the parties of the productive chain, the innovation of products and processes that increase the added value as to gain, maintain and consolidate internal and external markets, and to accomplish a sustained development (Art. 2). In this respect, one of the most significant accomplishments was to reach political consensus to pass National Law 26.870, through which Argentine wine is declared as a national beverage – this works as a legal shield in front of threats coming from restrictions to consumption for alcoholism and its consequent publicity on ingestion centres. PEVI’s original creation was bases on the objectives that the field had in 2004: perspective towards which all the goals were directed, considering that the strategic plan’s nature implies a continuous reformulation and adaptation to the market’s new scenarios in order to fulfil the purpose . Correspondingly, COVIAR has been updating its perspective and its goals annually, in the light of the evolving national and international markets, which has been happening at their Annual Strategic Meetings, in which the prospects of the wine industry are adjusted, together executive entities and with the assistance of the industry’s national leaders 21 . When passing the law, the National Congress has acted as “promoter of the economy”, resulting from the “Prosperity Clause”, having been empowered to “ Provide what was conducive to the prosperity of the country, to the wellbeing of all the provinces (…) , promoting the industry (…) with laws which protect such goals and privileges and rewards as incentives ” [Art. 75(18) National Constitution (NC)].
