408 WINE LAW is enunciated on the first part of the article, through the wide and generic concepts: “prosperity of the country” and “wellbeing of all the provinces”, being those goals pursued all the time, adapting them to each time and using all the tools at reach. This clause was enunciated at the beginning of “imitation of reasonable tools” ” 22 . It is important to highlight that the promoting role assigned to COVIAR does not affect the regulatory actions of the public entities of the Nation and the Province, the public entities that act as wine police. To that end, this entity has full the following duties and attributions : a) to establish programmatic guidelines according to the needs and priorities settled by the PEVI; b) to coordinate the programs, actions and plans – private and public – destined to national viticulture; c) to administrate the assigned resources and gain resources of co-investors to involve them with the correspondent objective; and d) to promote the integration and innovation in the sector’s organisation, as well as technological and process innovation (Art. 3). VI.3. Entity of Administration and Government The Board of Directors is a body of administration and government integrated by the private and public sectors. The former includes twelve (12) head members: the presidents several associations 23 ; one (1) representative of the Wine Producers of San Juan and one (1) private representative of the other Producing Provinces, according to the regulation; and one (1) representative from the Federation of Wine Chambers of the Argentine Republic, to which are associated the principal entities from General Alvear, San Rafael, San Carlos, Rivadavia and San Juan. The latter includes five (5) head members and five (5) members and their corresponding substitute delegates 24 .
