Executive Entities and Methodology The implementation of plans, programmes, projects and actions is carried out by the “Executive Entities”, existing public or private entities that demonstrate professionalism and aptitude (Art. 7). Regarding the promotion of the producers’ horizontal and vertical integration, it should be channelled with the participation of the producing provinces, union entities, the National Institute of Agricultural Technology and the INV, which to that effect may be considered Special Executive Entities. In order to optimise the treatment of the different specified problems, Ad Hoc Associations have been set up, functioning as decentralised COVIAR entities and performing analyses and proposals of specialised matters. To this respect, it is worth mentioning that the following associations – empowered to act as Executive Entities – have been created and operate regularly: the Ad Hoc Association of Small Producers; the Ad Hoc Association of Internal Affairs (coordinated by the INV); and the Association of Research and Innovation (coordinated by INTA). The initiative for the elaboration of a project may arise from any private or public entity, constituted under the law that develops scientific and technological activities, transfer or extension, diffusion and promotion, and which accredits the knowledge on the proposed subject matter, adequacy, professionalism and other established eligibility criteria. In practice, the projects are submitted to the consideration of the Specific Forums, integrated with the industry’s leaders and experts, who evaluate the adequacy and reasonability of the actions, so then the possible projects are considered by the Executive table and elevated to the Board to its approval 28 . VII. COROLLARY In the evolution of the wine politics, we can observe the vicissitudes of the general politics and economy, having evolved from numerous state interventions to balance supply and demand, with severe restrictions on supply in one decade, followed by the indiscriminate promotion of plantation in another decade, finally arriving at the general consensus about Producers Integration , Deregulation , Diversification , Strategic Planning , Strategic Integration to the Worldwide Markets – 26 Regulation system of Planning, Monitoring and Evaluation of COVIAR Projects (Annexed Resolution DR No. 5/2005).
