THE 2019 RUSSIAN LAW ON VITICULTURE AND WINEMAKING 497 Russia” is only authorised for wines of protected designations and wines made 100% from grapes grown on Russia’s territory. The basic rules of the State and municipal support for the development of viticulture and winemaking are laid down in Chapter 5. State and municipal support will be provided only for those entities that make viticulture products, wine, fortified wine, sparkling wine and grape must produced from grapes grown in Russia as well as for the public organisations working in the field of prevention, elimination and discontinuation of production and circulation of falsified, unwholesome, and counterfeit wine products (art. 33). This support could be financial, for instance, subsidies and reimbursement of expenses (art. 34), but also property support (art. 35) or informational and advisory support, training, retraining and professional improvement (art. 38). Likewise, the financial support could take the form of crediting the viticulture and winemaking entities, who may receive subsidies from the federal budget through the regional budgets in order to partially cover reimbursement of interest payments on loans (credits) for the entire credit period. The property support , which must be used for its intended purpose, could entail the transfer of ownership or the use of State or municipal property, including land plots, buildings, structures, installations, non-residential premises, equipment such as machinery, devices, vehicles, appliances and tools, as well as non-reimbursable, pro bono or preferential help, following existing State programs. The information and advisory support is providing the viticulture and winemaking entities with data concerning, for example, the implementation of State and municipal programs, the existing viticulture and winemaking entities, their economic and financial state, the number and borders of grape growing and winemaking zones, rayons or terroirs , the grape harvest volumes and circulation of viticulture and wine products and other necessary information for the sector’s development (i.e. economic, legal or marketing). Article 36 provides for State support measures to ensure sustainable viticulture development and increase the grapevine acreage by creating appropriate infrastructure. This could include breeding and nursery centers with the participation of research organisations to produce top-quality grape planting material and ensure transport accessibility to grape plantations, water resources for irrigation systems and the implementation of land reclamation, as well as vineyard re-cultivation programs. The viticulture and winemaking entities may receive State support to carry out the activities defined in State programs, such as stimulating the use of fertilisers, biological and environmentally-friendly technologies and methods of cultivation of grape plantations that rule out the use of chemical agents or other hazardous substances.
