506 WINE LAW Moreover, the Executive Branch will evaluate and approve which of the guilds meet the requirements to be part of the Board of Directors. According to the Resolution of 24 August 2009, the associations authorised to sit on INAVI’s Board of Directors are the Centro de Bodegueros del Uruguay, Organización Nacional de Vinicultores, Asociación Nacional de Bodegueros and Centro de Viticultores del Uruguay 4 . The proposed members appointed from the winegrowing and winemaking sector will propose the fifth member whom the Executive Branch must approve. The term of office is four years and Directors may not be elected for more than two consecutive terms. It is also established that the Resolutions of the Board of Directors will be adopted by a simple majority, with the vote of the representatives of the Executive Branch counting double. 2.1. Powers and Duties INAVI’s powers and duties are provided for by Section 2 of Law 18.462, which replaces Section 143 of Law 15.903 (as amended by Section 50 of Law 16.002 and Section 13 of Law 17.295). Among the Institute’s obligations, the following are the most important: a) promoting the development of viticulture in all its stages, including research, extension and dissemination activities; b) proposing to the Executive Power bills related to viticulture; c) studying and planning the development of the wine economy, analysing, in particular, its production costs, prices and markets; d) increasing, improving and promoting the production and distribution of vine propagation material; e) providing general advice to nursery workers, winegrowers and public institutions on the management of vine cultivation and its rational exploitation; f) organising the protection of vineyards against diseases, pests, viruses, hail, frost and other causes that affect their production process; g) promoting the development of alternative industries that use vine products as raw materials; h) promoting the development of agriculture, agro-industrial production and marketing cooperatives linked to wine production; 4 Centre of Winemakers of Uruguay, National Organisation of Winegrowers, National Association of Winemakers and Centre of Winegrowers of Uruguay.
