10 unsurpassable traditional drink for centuries. The wine-related regulations proved to have certain correlation to the measures concerning the reduction of the strong spirits consumption. The development in the last decade demonstrate the effectiveness of such coordinated measures 42 as the established in 2010 state-defined minimum prices for the vodka, the 2011 restriction for night alcohol selling and the increase of excise duties on such products 43 . In May 2020 the Ministry of health, the Ministry of education and the Federal service for surveillance on consumer rights protection and human wellbeing (Rospotrebnadzor) in cooperation with the local authorities undertook the drafting of a plan for the reduction of alcohol consumption in Russia up to 2030 and beyond 44 . Already in October 2019 a report of the World Health Organization revealed surprising for many international media data on the Russian alcohol consumption which for the period 2003- 2016 decreased spectacularly by 43% 45 . The government backed entity for the testing and quality verification of goods and services Russian Quality System (Roskachestvo) in its annual report for 2020 concerning the Russian wine market (“The Russian wine guide” 46 ) notice a stable trend towards a decrease in the consumption of spirits in favor of wine that is present for a third consecutive year 47 . In this perspective the task of the Federal Law No. 468 of 2019 was also to help the wine industry to compete in the internal market with the domination of the strong spirits and slowly achieve a reversal of the existing tendencies. The law has a codifying essence. As such it regulates all key activities in the wine sector – from the specificities of the grape growing through the particularities of the wine production, with its quality control and classifications, till the state policy in the field of viticulture and winemaking and the law enforcement of the regulative framework. Although the Federal Law No. 468 of 2019 has only 49 articles its provisions are sufficiently elaborated and exhoustive.
