15 providing them with data concerning among others: the implementation of state and municipal programs, the existing viticulture and winemaking entities, their economic and financial state, the number and borders of grape growing and winemaking zones, rayons or terroirs, the grape harvest volumes and circulation of viticulture and wine products and other necessary for the sector information. Special federal laws and other regulatory legal acts are intended to clarify in details the state support in the field of insurance the property interests of viticulture and winemaking entities related to the risk of loss (destruction) of grape plantations or grape harvest. State support may be provided for the promotion of wine products made from grapes grown in Russia in the domestic or foreign markets. This could be made through cooperation with international intergovernmental and non-governmental organisations and foreign countries for the development of viticulture and winemaking, but also through assistance in promoting Russian wine products in such markets including by compensating the expenses of wineries for the market research, advertising and marketing campaigns. The state support has to be present in the field of the legal protection of wine products as well. The intention of the legislator is the wine products made from grapes grown in Russia to be backed by the setting up of organisations aimed at creating the support infrastructure to help viticulture and winemaking entities and provide advisory services to them. Important is the availability of assistance in securing patent protection for the selection achievements in the field of viticulture and winemaking, as well as state registration of geographic indications and appellations of origin for the individualisation of wine products. A final measure of policy of the state support is the assured participation of viticulture and winemaking entities in the creation and implementation of state and municipal policy in the field of the development of viticulture and winemaking. This participation may include implication in the development of regulatory legal acts on federal and local level or state and municipal programs in the field of viticulture and winemaking, the analysis of financial, economic, social or other indicators of the development of viticulture and winemaking, the evaluation of the effectiveness of the support measures, the preparation of forecasts for the development of viticulture and winemaking, the recommendations for state government bodies and local self- governments.
