Wine Law
14 consumption. The Codex Alimentarius (established by FAO and WHO, with 185 member countries and the European Union, as an organization) establishes a set of standards that are used as a reference in international trade and, within it, in that of organic products. With the development of trade on a global scale and the risk of conflict between divergent national standards, especially in emerging sectors, it seems necessary to continue working on updating and refining current Codex standards (Action 17). 4. Regulation of Production of Organic Wine as of 1 January 2021 The publication of Regulation (EU) 2018/848, of 30 May on organic production and labelling of organic products 33 , repealing Regulation (EC) No 834/2007 of the Council, establishes a new legal framework for organic products in general, and for wine in particular, as of 1 January, 2021. The purpose of this Regulation is to review and reinforce the European Union regulations concerning organic production and labelling of organic products with regard to the control system, the commercial regime and production standards. It is proposed to establish a level playing field for operators, harmonization and simplification of the rules, and an increase in consumer confidence in organic products and in the organic production logo. The new regulations reflect the evolution of this rapidly growing sector to ensure fair competition for farmers, while avoiding fraud and maintaining consumer confidence. Among the claims of the new regulation, we can highlight the regulatory simplification thanks to the progressive suppression of a series of exceptions and exclusions; strengthening the control system through stricter preventive measures and rigorous controls throughout the entire supply chain; the extension of the list of products to which the organic production standards apply, such as vine leaves; the certification of small farmers is facilitated with the new group certification system; and a more uniform approach will be adopted to reduce the risk of accidental pesticide contamination 34 . 4.1.
