22 4.4. Authorisation of products and substances for use in organic production Article 24 establishes that the Commission may authorize certain products and substances for use in organic production, and will include such authorized products and substances in restricted lists, for the following purposes 38 : a) as active substances for use in phytosanitary products; b) as fertilizers, soil conditioners and nutrients; f) as cleaning and disinfection products for premises and facilities used for plant production, including storage on a farm. g) as products for cleaning and disinfection in transformation and storage facilities. When a Member State considers that a product or substance should be added to the lists of authorized products and substances indicated in paragraphs 1 and 2 of Article 24 or be withdrawn from them, or that the specifications for use indicated in the production standards should be modified , it shall be ensured that a dossier is officially sent to the Commission and the other Member States and is made public, subject to Union and national data protection legislation, setting out the reasons for the inclusion, withdrawal or other modifications. Finally, the European Commission is expected to regularly review the lists indicated in this article, and adopt implementing acts related to the authorization or withdrawal of the authorization of products and substances that can be used in organic production. 4.5. Labelling A product will be considered to include terms that refer to the organic production method, when the labeling, advertising or commercial documents show terms that suggest to the buyer that the product has been obtained in accordance with organic production standards. The terms listed in Annex IV and their derivatives and abbreviations, such as “bio” and “eco”, used singly or in combination, may be used throughout the European Union and in any of the languages listed in said Annex for 38 Only the measures whose purpose may be related to the production of organic wine are listed.
