The aim of this Communication was to assess the situation in this sector and lay the foundations for its evolution in the coming years, offering a general strategic overview of the contribution of organic farming to the common agricultural policy (CAP). The Commission's analyzes highlight that the development of the organic market, which averaged 2% of the European Union with 15 states 13 , needs to be further promoted. To increase this figure or maintain it in the long term, it was necessary to pay more attention to consumer expectations and safeguard the integrity of the inspection system. Indeed, one of the objectives of the 2003 CAP reform was to promote production aimed at obtaining quality products that respect the environment, and organic farming could be an important instrument for achieving this objective. 3. The Regulation of Ecological Production until 31 December 2020 3.1. The 2007 Regulation on production and labelling of organic products The participation of the organic farming sector continues to increase in most Member States and the rise in consumer demand in recent years is notable. In this context, organic product legislation plays an increasingly important role in agricultural policy and is closely linked to the evolution of agricultural markets. Communication COM (2004) 415 final proposed to improve and strengthen Community rules on organic farming and import and control requirements. In its conclusions of 18 October 2004, the Council invited the Commission to review the Community legal framework in this area, in order to simplify it and ensure its general coherence, and in particular to establish principles that promote the harmonization of standards and, in if possible, reduce the level of detail.
