14 European Commission announced that, in line with the practice of previous accesses, this list would be included after accession, so Croatia withdrew its request from its negotiating position 45 . 5.2. Commission delegated regulation After Croatia’s accession to the European Union on 1 July 2013, the European Commission first attempted to reach a negotiated solution between Croatia and Slovenia concerning the use of designation “Teran”. Croatia limited its request to use the name of the “Teran” grape variety to wines covered by the Protected Designation of Origin “Hrvatska Istra” 46 . Nevertheless, a compromise solution between Croatia and Slovenia was not reached 47 . The Commission finally used its powers in 2017 to adopt a solution to enable the PDOs and existing labelling practices to co-exist 48 . Commission Delegated Regulation (EU) 2017/1353 49 added the name of the variety “Teran” to the list of grape varieties that contain or consist of a PDO or a PGI but may, by way of derogation, appear on wine labels 50 . The exception to use the designation of the grape variety “Teran” was allowed only for the Croatian PDO “Hrvatska Istra”.
