In effect, Article 20 of this Regulation refers to the levels of alcohol in blood and expired air in the sense that drivers of vehicles or drivers of vehicles cannot circulate on the roads covered by the legislation on traffic, circulation of motor vehicles and road safet, bicycles with a level of alcohol in blood greater than 0.5 grams per litre, or alcohol in expired air greater than 0.25 milligrams per litre. In the case of vehicles intended for the transport of goods with a maximum authorised mass greater than 3,500 kilograms, vehicles intended for the transport of passengers with more than nine seats, or for public service, for school and minor transport, for dangerous goods or for emergency service or special transport, drivers may not do so with a blood alcohol level greater than 0.3 grams per litre, or alcohol in expired air greater than 0.15 milligrams per litre. Drivers of any vehicle may not exceed the blood alcohol level of 0.3 grams per litre or alcohol in expired air of 0.15 milligrams per litre during the two years following obtaining the permit or license that enables them to drive 22 . E) Advertising Based on Article 149(1)(27) SC (basic rules of the press, radio and television regime and, in general, of all the media of social communication, without prejudice to the powers that in their development and execution correspond to the Autonomous Communities), the General Courts approved Law 7/2010, of 31 March, General Audiovisual Communication, the provisions of which are applicable – as stated in the sixth final provision- to all the Autonomous Communities, respecting, in any case, the exclusive and shared competences in matters of media of communication and self – organisation attributed to them by the respective Statutes of Autonomy. Article 18(3) expressly prohibits: “c) Television commercial communication of alcoholic beverages with a level higher than twenty degrees. 22 For these purposes, the age of the driving license will only be computed when it comes to driving vehicles for which said license is sufficient.
